QUAIL HOLLOW EAST HOMEOWNERS ASSOCIATION

MINUTES OF THE TURNOVER MEETING OF THE QUAIL HOLLOW EAST HOMEOWNERS ASSOCIATION HELD ON WEDNESDAY, MARCH 12, 2003, AT COURT HOUSE IN TIGARD, OREGON AT 6:O0 P.M.

 

PRESENT:                                Kelly Ritz, President

                                                Edie Lander, Counsel for Venture Properties

ABSENT:                                 Don Morrisette, Director

 

BY INVITATION:                     Cheryl Brendle, Senior Vice President

                                                COMMUNITY MANAGEMENT, INC.

 

OWNERS PRESENT:  AS INDICATED ON THE SIGN-IN SHEET ATTACHED TO THE ORIGINAL MINUTES

 

I.                  CALL TO ORDER

Cheryl Brendle called the meeting to order at 6:10 p.m.

II.               PROOF OF NOTICE OF MEETING

Cheryl Brendle certified that a notice for the meeting had been sent to all owners of record on February 21, 2003.

 

III.           REPORTS OF OFFICERS

TREASURER’S REPORT – Kelly Ritz distributed a financial report prepared by Venture Properties. Discussion of this report is tabled.

 

IV.             NOMINATIONS TO THE BOARD

Cheryl Brendle leads a discussion about the election of directors. The Association has the option to elect three or more directors. Upon consensus of those owners that were present, it was determined that the initial Board will contain five members.

 

V.                TERMS OF DIRECTORS SET

The terms of Directors are also to be established by the Board. It was agreed that terms of office for the initial Board of Directors would be one year. Staggering terms of directors is suggested. It is agreed that the Board of Directors will consider staggering the terms of office prior to the next annual election.

 

VI.     NOMINATIONS FROM THE FLOOR

The following owners were nominated to serve on the initial Board of Directors:

Steve Bintliff                                        Jess Kriegel

Tracy Miller                                         Dick Pacholl

Gerry Pitts                                           Nadia Summers

 

VII.    ELECTION OF DIRECTORS

The following owners were elected to serve as the initial directors until the next annual meeting:

Tracy Miller            21 votes

Nadia Summers      18 votes

Dick Pacholl            20 votes

Jess Kriegel            20 votes

Steve Bintliff           20 votes

 

VIII.      NEW BUSINESS

A question/answer session ensues during which the following items are discussed:

  1. Landscape Maintenance – some owners expressed dissatisfaction with the performance of the current vendor
  2. Tract A – there are fallen trees in this area. A question/answer session ensues about the Association’s control over this area. Kelly Ritz agrees to check with the municipality to get information about any restrictions on maintenance that may exist.
  3. Architectural Compliance – Setting up a procedure for enforcing the covenants of the Association are discussed.
  4. Record Keeping – Several owners have concerns about the balances on the statements of account they have been receiving. Kelly Ritz asks owners with questions to call her office to speak with the bookkeeper.

 

IX.     ADJOURNMENT

There being no further items for discussion, the meeting was adjourned at 7:35 p.m.
